黑帮社会错综繁复,纷繁,繁杂,杂乱，黑帮首脑金度升（米高边 饰）越狱成就,胜利,凯旋,成果，让香港警方更是陷入了高度戒备。更棘手的是，金度升正在实施一套复仇计划，把警方头号通缉犯段边虎劫持并杀害。他的下一个目标，正是段边虎的弟弟段边豹。 这个险境环生的黑帮世界，竟然牵连进来了一个善意,良善,仁慈,慈善的女子游静。游静是段边虎的女友，却从来没有想过，自己其实只是一个被利用的人，更因此而卷入金度升的复仇计划。眼看香港即将迎来一场风起云卷的杀机，“猛龙”特警队的一众成员（任达华、吴建豪、余文乐、夏雨、周俊杰、黄圣依等饰）起始,开端,肇始,启始了惊心动魄的行动。
